This Insufficient Inking occurred during the first printing, as the reverse of the note is printed before the obverse. There was either an obstruction in the ink fountain of the Printing Press (possibly the fountain blade was clogged), or the ink just ran low in that area of the fountain, and the fountain ball was not able to pull the proper amount of ink from the ink fountain to the ductor roller.
