The leads are switched so that the fan is getting power from the 5v rail, not the 12v. NOTE: Some 12v fans, usually the large ones, won't start with only 5v. Other fans will make an annoying click at 5v. A majority of 12v fans, however, run very well at 5v. It's a matter of trial and error. Undervolting fans won't harm them, regardless.
