Roll it to the partially closed position, and start the tip into the cork. When you get to the stop, back the handle off a partial turn, releasing the tension on the collar. Turn collar to allow the shaft to pull through, and continue clockwise turning to pull the cork into the bell. This example is very impressive, with most of the makers stamp still visible.
