I believe this is an Antique Hardwood Scientific Sample Holder. In expected used condition for an item of this age & nature. The rotation collar will clean up a little better. The hinged copper or brass part does contain a patent number. It's hinged to grip what you need to hold. The rotating collar locks it in position. The hardwood handle's nice too. Approx 7" long.
