The first design (Type 1) had the "staff of the double headed fasces" with crossed ties near the top and base of the staff. The design of the insignia was modified to remove the "crossed ties.". It is also unknown if the "crossed ties" or Type 1 SSI was a manufacturer error or an intended original design.
