It is new with the protective film still on it, and it does come as shown in pictures. It measures roughly 7 5/8" x 10" overall, the rectangle cut outs are 1 1/2" x 7/8", the circles below them are 3/8" in diameter, and the large circle is roughly 1" x 1 1/8".
